These are GM's Technical Service Bulletins, a.k.a. TSBs. The purpose of this is to give information on how to fix problems that are recognized by the auto manufacturer.
These fixes (should) be free of charge if you are still covered by the manufacturer's warranty. If not, you may be charged.
THESE ARE NOT RECALLS. Recalls are when the item has a safety concern and therefore the dealer will take care of it free of charge, no matter how old.
If you would like to perform these fixes, go to your dealer's service department with TSB# and ask politely to a service writer or a person of trust for the info on the TSB. A complete summery of the issue with part #s and labor time will be available.
