I have also found starting the car let it stall leave key on for 20-25 minutes works sometimes as well.

you know, i have one more idea.

I work on electrical equipment for a living, and i know if you boot one machine, right next to another at exactly the same time, one machine can boot half as fast as the one next to it. No really info as to why or anything. But this leads me to think you might just have not let it sit long enough during cycles. Id say try it one more time with a longer cycle, and see if it works. What have you got to lose?

Then it is not theftlock. Theftlock kicks in after about 2-3 seconds.

But why will it not even try to relearn anything for the new PCM?

It seems to need even get to the relearn procedure.

Mine is the exact same....when it use to stall. Now it does nothing, but crank.

My experience is if the car is turning over and not starting then it is not theft lock/passlock. We have had cars that would do this after a swap (not start just turn over), and we would swap ign switches and it would start and go into theftlock/passlock. Then we would do the relearn and all was well.

Sounds to me that your overall issue was not the ECU. Have you pulled the plug/block apart at the firewall? Maybe take it apart and check the connections in side for a broekn wire?

No but I will, and I'll try my other Ign switch for giggles.

Might have the same problem I have currently. Left my lights on, battery died, somehow the pcm/bcm decided to throw code #P1632C which is, Theft Deterremt Fuel Disable Signal Recieved. I haven't looked into much anything seeing how this just happened to my car last night but at the most so far I've gotten to the point that a new PCM/BCM might be the only way to solving this issue on my car unless anyone else has any ideas. Hope this helps you alittle and possibly I can Gain some help from this as well.

it is a 99 z... i dont know the 11th digit of the vin right now, but my problem is exactly the same man. i swapped my pcm and everything was working great until one day my tach stopped working, then almost every dummy light came on, then the car wouldnt start at all and now it sits at my work. i really thing it is either a loose ground to the cluster, or the cluster going bad completely. i am going to try another cluster i have and i'll let you know asap!

PLEASE DO! Remember it HAS to be a 99 cluster.

Did u check harness going to the vats under the steering column to make sure it has a good connection?Did u try disabling the vats with hpt and try to start it?

*walks in room*...

"Ignition Control Module (ICM)"

*walks out of room*

The ICM controls spark from 0-250 RPM, once the motor eclipses that the PCM takes over timing, sending data to the ICM based on what it wants the timing to be...the ONLY explanations for you not getting an RPM signal on the scan tool when cranking is either

A. PCM is gone
B. Crank Sensor not putting out
C. Crank sensor wiring to ICM and or to the PCM
D. ICM not passing along RPM information to PCM. This possibility seems to be the only one you have skipped.
