Repairing some rust

I've got some issues with rust on my 2005 cavalier:






You can see where I attempted to repair the issue previously, not realizing the rust was coming through the back side. I have access to paint and activated clear coat, but the metal work I fear is beyond my skills. I looked to see if it was a piece I could replace but it looks like not removable.

Any general or specific advice on what I can do to get this car to last another few years? I rebuilt the engine in 2010 after I bought it from a previous owner to fix the pistons leaking oil. I just need to keep the side of the car from falling apart haha!

Cut and weld is really the only way..

If i were to do the painting, do you know how much something like that would run?
