Just so you know, there is actually a tool you can get at part stores that greatly help in the removal of these filters. On my fiancee's '96 Grand Am, I was able to take it off and replace it without so much as a wimper. On my '98 SF GT I basically had to end up using a lot of very tricky methods to pull the metal retainer out of the line. Some people have went so far as to cut the hose and put a new piece in that allows you to use a fuel filter from an early '90's Cavalier/Sunbird.

Best of luck, it's never easy to do...

Here's how I finally got my stock fuel filter off of my 99 Z:

1. I got the Quick Disconnect tool set from AutoZone for about $8
2. Climbed under the car, undid the nut on the right side
3. Cut the left side of the filter off just to the right of the black clip with a hacksaw
4. This allows you to get the tool on there all the way (I tried it without cutting, and it wouldn't fit on far enough to disengage the clips)
5. The new filter installs and comes off a lot easier than the stock one

Here is a diagram I made showing where to cut:

^^Follow my instructions and you will get it. I was almost ready to give up, but then read about someone cutting part of it to get at it.

and if all else fails... get a pick set, and you can pry the retaining clips inward, and get it out, i speculate your 99 has the factory delco filter still on it, and it has corroded itself all up... (hickup) like i did.... took about 3 hours, i had cut the main part of the filter off to make it easier to get the picks in the the coupling...
