just like it says my ebreak have never worked, you got any idea why not?

it's never worked? is it hooked up? did you check the cables (fraying, loose, cut, etc)?

Remove your rear wheels and drums. Inside you will see a little turn switch. Use a flat head to turn his five times and it will fix your problem.

starwheel adjuster? Isnt it self adjusting?

I would lean towards the cable not being hooked up or rusted and broken.

Yep, check the rear shoe adjustment before you try adjusting the cables. They're supposed to be self adjusting, but like every self adjusting brake I have seen they don't work as advertised.
