I found the easiest way to get the cluster out is to.
- Haul off the horn button, or what ever its called in the middle of the stearing wheel
- Undo the 6-8 screws that hold the steering wheel on.
- Take off the black casing around the steering wheel. (5 screws in total)
- Take off 2 screws that hold the gauge bezel on, then take it off.
- 2 screws on top of the cluster. and slowly pull it out.

Work backwards to put it back together.

Why would you take off the steering wheel to take out the gauge cluster? You can get at both the screws holding the cluster trim piece (the piece with the dimmer knob and dome lamp control in it) without even taking off the column shroud on a phase 2. They're behind the rubber piece hanging off the bottom of the trim piece. Once you get the trim piece off, just remove the screws holding the cluster, and it unplugs.
