do they stop in the up position when you have them on delay, too?

if so, there is a small metal peice on the wiper transmission that is broken.
not sure if you can replace just the metal peice, but i just went to a junkyard and bought a new transmission.

Your wiper motor is shot.

95 and 96 (maybe 97 as well, not sure) had the "park" motor which was a big problem... tends to crap out... later model cars didn't have that park feature, so the wipers stay up on the glass all the time (when off, or between delay 'wipes')... they don't "park" on the plastic stops on the cowl like the early cars do.

Replacement motors won't have the park feature, so unless you find a working 95 or 96 one in a wrecking yard, you're out of luck in terms of keeping the park feature.

i fixed mine with a bolt about the same size as the pin , i also used a lock nut on the other side of the bolt and mine have been running that way for about three years now without a problem !

sorry i dont have any pics , but you dont have to remove it to fix it , i didnt on mine all you do is take the wiper arms off remove the black plastic grill from the bottom of the windsheild reinstall your wiper arms in the same location they were when you shut them off then push them down to where they are supposed to be when there off , by the way when you look down in the compartment where the wiper assembly is you should find the broken pin down in there most likely right underneath it go to your local hardware store and find a bolt the same size as the pin and get a lock nut for it too there will be a notch cut out on your assembly it should line up with a hole in the other part you will slip the bolt throught that and put the nut on it but dont tighten it up all the way it needs to be loose just a little bit , i hope this helps you
