I'm not sure I understand what's going on here. Your post is a little jumbled, to say the least. Here's the kind of info that would help me understand the problem:
What year/model is your car
What year/model is the motor
What year/model is the PCM.
What are the problems you are having with the car?

Dude....might want to list what you have. No one knows what you're trying to do.

Need the PCM reflashed try going to Digital Horsepower . The can reflash the PCM's from the 3100 and 3400 for engine swaps and even manual tranny's . They will remove the VATS and can make the PCM pretty much standalone from the BCM and IPC .

But they are suppose to be able to remove anything that would keep the car from firing up , such as the VATS .

the BCM is only progamable once......... you cant Reprogram it. You MIGHT be able to reset the theft lock, to get all of them to work together........ you'd have to find the procedure on how to do it with a 2000 Grand Am (its a PITA!!!!)

Is it just turning over? Does it start then shut off? If it is not cranking at all. Check for fuel and spark.

if theft lock was the problem, usually it will allow the car to start and run for 1 or 2 seconds only and then shut off....... if it is only cranking i would start with spark and fuel as stated above.....

I didn't read much because I couldn't understand it.

My thoughts on it are, just get the whole wiring harness and computer from whatever vehicle the 3400 came from, it should all hook right in.

if the BCM is new, then it probably needs to be programed......... I know I had to program them when I replaced them at the dealership.

if its not starting at all, thats where I would look. I believe Nick had a problem like this when he went from a 99 to 00+ PCM/BCM/Cluster in his car.......
