takes me about 20 seconds
in psp7 i just use the selector set shape to circle. pick the center of the wheel and expand till iget a lil of the fender with it, copy and paste as new image to the side for the time being. then do the same with the second wheel. then i just shrink the image to about 80% or so and paste the wheels back on as new layers. touching it up a tad with the eraser
