blue wire, antenna amp

I am installing a stereo in my 2001 Cavalier, and bought a Metra 70-2003 harness, and it is missing the blue wire ( I paid $5 for it online, so I got what I paid for)
I see it is labeled as a Powered / Amplified Antenna turn on or Relay Control to power antenna / to remote control.
Does the car antenna need power sent to it to function? or what does this wire do?
Could it work without this wire, or should I spend some money and get a full harness?

The solid blue "power ant." wire is not needed in your car.
The blue wire with white stripe is the turn on signal wire for if you ever put an aftermarket amp in.
