If you read the article, the engine itself, san some cams and head work, is basically stock. As well as the SC they put on the car. The layout isn't stock, but the internals are.
Motorsports division says:
"It's Mostly stock and goes 200mph"
Translation:
"We kept the stock block and dumped $50,000 into R&D, then an additional $20,000 into the parts production" so ya... it's MOSTLY... stock
I think they do this measure based upon the weight of the stock components compared to what's replaced. That's the only way any of it would compute as mostly stock.
