cant get above 2500-300 rpm

Hello I am new to this forum posting stuff, but I feel this is the best option for me. I am lost and cant think of anything that would cause this problem. Please help if you can.

I race a 1989 cavalier with a 2.0 with an automatic tranny on a paved banked oval racetrack. The car will not go above 2500-3000 rpm in 2nd gear. The TCC is already disconnected, don't hear any vacuum leaks, vacuum EGR appears to be working( with car running if you push diaphragm up car cuts out, when diaphragm comes down car returns to idle) Just replaced gas tank and pump looks ok and filter is almost new. I cant change trannies because thats what came with the car its part of the rules.

If anyone has any thoughts, ideas or suggestions would greatly be appreciated thanks.

Plugged catalytic converter? That's how mine was when it was plugged, with a big lack of power

Car does not have a cat - its strickly straight pipe from header to gas tank then turns out to the drivers side of car.
