headlights dim at 3200RPM's?

my buddy has a 99 Mercury Cougar, and when he gets to 3200rpms, his headlights and gauges dim out. i guess someone tested the alternator, and it was ok, so we're confused as to what could be causing the problem. If anyone has any suggestions, please throw them out there, so we can look into it. any help is appreciated.

is it the same symptoms, or is it different than his rpm deal?

There are a couple of TSB's and a recall regarding the electrical systems on these cars. Go to a Ford/Lincoln/Mercury dealership. They may be able to fix the problem free of charge.
