How would you go about flashing a pcm outside of the car? Like not hooked up...or even can you?

Well doesn't the VCM need power?? Or is supplied by the MPVI??

Yes, the VCM needs its own power, you'd have to wire in an OBD-II port to the ECU.

Its not too hard if you have a 12v power supply, spare ECU connectors, and know what wires go where...

could I just replace the vcm in my car with the spare one and work on it that way??

where is it located??

Yeah you can do that, I do it all the time... Its located in the front bumper just in front of the passenger tire.

Do I just replace it with mine and start tuning it, or do I have to do something with VIN numbers or anything else?

Yeah, thats pretty much it, you'll have to turn the VATS off so that your car will start and run, but its pretty much that simple.
