Have to cut it out and replace it from donor car or buy a new quarter panel and cut a section of it it and weld it onto your car.

Anyone one could probably do it. Have to learn somewhere and take your time. Read up on body work and panel fixing. Watch some YouTube videos and ask friends and family. You have to be able to cut and grind metal, weld, body work, paint. That would be a perfect section to learn since its small. You can buy a fender or two and practice on it first. That's what I did when I learned.

I could cut out that piece and put in sheet metal and weld it into place. Wish they made sunfire back panel and just bolt it on.
