I Haven't read about who proposed what, but at this point, the number of people needed to secure Iraq was pegged at 300,000 by CentCom pre-invasion, and that got halved... At this point, it's either going to take a miracle or the UN's co-operation in securing Iraq.
I don't think a Draft is imminent, not just yet. However, that number would have made sense had the isolationists in congress (from both parties) not pared it down to the marrow... Iraq has been teetering on the point of near civil revolt for the last 14-15 months, I don't think this would have been a problem with more boots on the ground.
BTW, I'm not the only one that believes this. Ret. Gen. Tony Zinni wrote about this in Battle Ready. Mind you, he caught a lot of hell regarding that as well.
