Ok, I saw that part but what I didn't see was where any of that is relavent to the original post? These terrorists ARE civilians and not an astablished army so they fall under neither catagory. Hense the legal use of the weapon. And we have taken precautions,
when we say get out now or you'll be killed thats all the warning we need give before an attack begins. Anyone that remains by process of elimination is therefor an enemy and we didn't do anything wrong. See no problem.
