WASHINGTON (CNN) -- North Korea test-launched a Taepodong-2 missile early Wednesday along with several short-range rockets, but the long-range missile apparently failed, U.S. officials said.

The White House said there was no immediate threat to the United States, but called the North Korean tests "a provocation."

U.S. National Security Adviser Stephen Hadley said there were five missile launches in all. One was the Taepodong-2 missile, and the other four were short-range.

A short time after Hadley spoke, North Korea launched a sixth missile, U.S. military sources said.

A senior official confirmed the first three launches were at 2:33 p.m. ET Tuesday (3:33 a.m. Wednesday in North Korea), 3:04 p.m. ET and 4.:01 p.m. ET. The official said the third launch, of the long-range rocket, failed after 42 seconds.

North Korea's preparations for a long-range missile test have been closely monitored for weeks. A senior State Department official told CNN the Taepodong-2, which some U.S. analysts fear could hit the western United States, appears to have failed in flight.

Two smaller North Korean missiles were fired from a different site shortly before the larger missile was tested, U.S. intelligence and State Department officials said.

U.S. military sources said those two missiles landed in the Sea of Japan, one closer to Russia and the other closer to Japan.

White House press secretary Tony Snow said that after President George W. Bush was informed of the tests, he spoke to Defense Secretary Donald H. Rumsfeld, Secretary of State Condoleezza Rice and Hadley.

Hadley described the tests as "provocative behavior."

"We can now examine what the launches tell us about the intentions of North Korea," he said.

Christopher Hill, assistant secretary of state, was to travel to North Asia on Wednesday to consult with countries there on the latest series of tests, Snow said.

In Tokyo Wednesday, a government spokesman said Japan will consider sanctions against North Korea over the missile launches, Kyodo news agency reported.

In Seoul, Yonhap news agency said the South Korean government had called a ministerial meeting early Wednesday morning in reaction to the tests.

In Beijing, a Chinese foreign ministry spokesman said China was awaiting further information before responding.
Launch timing

A senior U.S. State Department official said the launches were timed to coincide with the launch of the space shuttle Discovery from Florida, calling it "a provocative act designed to get attention."

Analysts said the tests appeared to have been intended to draw international attention back to North Korea -- and to the stalled talks aimed at convincing Pyongyang to abandon its nuclear weapons program.

North Korea is believed to have the capability to produce several nuclear weapons but has never tested one.

"They are trying to send quite a signal not only to the United States but to the rest of the world that they should be taken quite seriously," said Wendy Sherman, a former State Department official who held talks with North Korean leader Kim Jong Il during the Clinton administration.

At the United Nations, U.S. Ambassador John Bolton said he was "urgently consulting" with other members of the 15-nation Security Council.

Washington and North Korea's Asian neighbors -- South Korea, China, Russia and Japan -- have been trying to persuade North Korea to give up its nuclear program since 2002, but those talks have stalled in recent months.

Jim Walsh, a national security analyst at the Massachusetts Institute of Technology, said the intent of the test appeared to be aimed at drawing attention back to North Korean demands in the six-party talks. But Walsh said the tests "do not represent an immediate military threat to the United States."

"It's very difficult technology. They very clearly have not mastered it," he said. "Most estimates are they will not master it for another 10 years."

The United States, Japan and other countries have warned North Korea against a long-range missile test. The North Koreans fired a Taepodong-1 missile over Japan in 1998, but declared a moratorium on future tests in 1999.

"One would expect from any administration for there to be sanctions, for there to be a tough response to this," Sherman said.
'Harassment' accusation

On Monday, North Korea's state-run media accused the United States of harassing it and vowed to respond to any pre-emptive attack "with a relentless annihilating strike and a nuclear war with a mighty nuclear deterrent." (Watch why North Korea is talking about annihilating the U.S. -- 2:04)

The White House has dismissed that threat as "hypothetical." (Full story)

But the U.S. Northern Command increased security measures at its Cheyenne Mountain Air Force Station in Colorado Springs, Colorado, a few weeks ago, a military official confirmed Tuesday.

The base is the seat of the North American Aerospace Defense Command, and some of its command-and-control operations might be used if the United States attempted to use its ballistic missile interceptors to shoot down a Taepodong-2 test.

But a Pentagon official said the missile appears to have failed on its own, without any American effort to knock it down.

In other planning measures instituted in the past several days, Northern Command, along with the Federal Aviation Administration, has put standby commercial flight restrictions into place over Vandenberg Air Force Base in California and Fort Greely, Alaska, where U.S. interceptor missiles are based.

President Bush warned last week that the isolated Stalinist state would face even further isolation if it launched the Taepodong-2, which U.S. analysts fear is capable of reaching the western United States. (Full story)

"The North Koreans have made agreements with us in the past, and we expect them to keep their agreements," Bush said last month at the end of a European Union summit.

"It should make people nervous when nontransparent regimes, that have announced that they've got nuclear warheads, fire missiles," Bush said. "This is not the way you conduct business in the world. This is not the way that peaceful nations conduct their affairs."

NK's just trying to get attention. Its like a 3rd grader cussing up a blue streak. Their trying to act mature and adult purely for attention.

I've said it once and I'll say it again, North Korea may be crazy, but their not stupid. We start @!#$ with North Korea then we have to deal with trade issues with China (possibly) If anyone wants to do anything, it should be a UN lead effort. Testing missles isn't any big deal, espically when it fails in less than a minute. If they can't even get a friggin rocket in the air, I don't think we need to worry about then nuking the piss out of us.


They have what, maybe 6 nuclear wepons, and their weak. We have over 2000 which are highly potent...we don't need to be concerned.

Mmmm, yes, let's just nuke everyone we disagree with. That will surely solve everything. North Korea may only have a few nukes, but that's regardless. There would be disasterous consequences to "nuking those b@$tards." And as Adam stated, North Korea isn't stupid. They realize the effects of actually launching nukes as much as we do. Either way, it would be nice if people would stop being so ignorant as to believe that nuking everyone we disagree with is a good idea. I'm glad those of you who believe this can exhibit such humanity for innocent lives.

Pakistan and India have ICBM capability, but because they're only interested in offing each other, let them.. No matter that they can knock off Australian, Middle east and Khazakhstan.. who gives a damn about that?

It's a deterrent thing, and hell, even if they would use them, would we fight back in the same way? No way in hell we would. Becuase they would have the whole world against them. People hate nuclear wepons, and who ever uses them is the mutual enemy.

I could go on...

Nuclear weapons are functionally useless in this day and age because use will prompt immediate retaliation. Even the most hell bent for leather tinpot dictator knows that once you acquire nukes, you don't need them. They're a bargaining chip.

the ONLY way that anyone would shoot off nukes these days is if they had NO desire to live
North Korea in their right mind would NOT fire a nuke at us because we have the most nuclear weapons in the world (at least last time i knew we did) and if they fired one at us, we would either counterattack HEAVILY and then the world would probably go to @!#$ since everyone else would fire, or, well at this current state, i think that would probably be the most likely scenario. North Korea is not that stupid. They know damn well the repercussions of firing a nuclear missile at anyone, nevermind just us. India and Pakistan both have nuclear capability. Both would prefer the other dead, But they are NOT stupid enough to use them. They basically have them "just in case" but more to show "hey, we dont @!#$ around either!"
GAM is right, its just a tactic.

"Peaceful nations" get bullied by non-peaceful nations, as is Bush's foreign policy. NK showing their nuke capability is a warning that they have an equalizing power at their disposal, so they expect to be treated as equals.

Should we nuke NK? Kill millions of civilians over a potential threat that may or may not arise? No. Gam is right on this, it's a bargaining tool.

Well it is funny that when we invaded Iraq - we where supposedly going after a madman who was apparently pursuing nuclear technology. Yet the whole time(before we invaded) we all knew all to well about the N. Korean madman who HAD(and still has) nuclear warheads, and choose to ignore him(meanwhile gearing for Iraq). No the time for action isn't now, the time was a long time ago. However it has never been(nor is it now) a time for nuclear strikes.

Maybe you don't know this so I'll tell you - besides the millions of lives taken instantly, Nuclear explosions have a ton of deadly radioactive fallout which is carried by the wind currents to the rest of the world. Our nuclear warheads today are much worse than the much smaller ones we dropped on Japan. The fallout will pretty quickly take out S Korea(our ally), and plenty others - who knows where it will stop? (by stop I mean dissipate enough to be not so harmful)

Also - many of you need to stop thinking that your stupid life is any more important than anyone elses. You are just as much an insignificant ant as the rest us, so get over yourselves. Before you go saying stuff like - nuke 'em all (basically because they're not American etc etc) - you better not mind getting yourself, your family, and everyone you know - incinerated in a nuclear blast either. And since you probably do mind having done to you what you advocate having done to others, then why don't you shut your mouth?!

That aside - I think that so many of you forget that nuclear missiles are not the only missiles! In fact we can make some pretty big explosions with some of our regular arsenal. We have everything we need without using any nuclear weapons.




I've never heard of this "part throttle" before. Does it just bolt on?

Nuke them and we'd wind up nuking our friends there too. They've pissed off Japan enough with this and they couldn't hit us for about 20 more years anyway. If they can hit us then we should worry if not let the Japanise take care of them.

Japan has a mainly defensive military, mostly navy based. Their aircraft are mainly interceptors, not air superiority. They couldn't handle NK if they wanted to invade. South Korea is better equipped for that role, and if China could lean on NK a little, it'd make life a little easier for everyone.

Again, they haven't got a long-range or Intercontinental missile system that can carry a nuclear package, and it's not yet known if they have a working package as there has been no tests made (of any veracity at least) that suggest a nuclear device of any appreciable yeild.

Once they DO have it though, then they enter a realm where the kid gloves (at least Politically) are off. They're not going to get help from China (Beijing abhoars smaller states having missiles), and SK will still be a UN protectorate meaning invading SK would mean PyongYang would become a low residential potential real estate market for about the next 25,000 years (if not by the UN, then by China). Getting Nukes isn't a real problem; the technology can be developed fairly rapidly and moderately cheaply... the real price comes with having them and losing financial power.

Just remembered them taking about this on Gams favorite news channel, FOX NEWS, they were speaking with the Pentagons spoakswomen about NK and the missle issue. She told them on tv that the US is in a posistion to shoot down whatever NK shoots up and that if it did make it to US air space that it would be considered an act of war and that the US would treat it as such. The reporter asked if that ment we'd hit them with nukes to which she responded NO, that the US has much better weapons that we could deploy against them. When pressed for an answer she said lets just say that if 3 nuclear subs anchored off the coast of Japan loaded to the gills with conventional ICBM's were given the word they could unload their arsonal on NK and destroy it almost completely. When he asked do we have subs off the coast of Japan she declined to comment. But Japan and us are good friends and good friends don't let something bad happen to each other, all the PM would have to do is ask and we'd have planes in the air.

If NK ever does get to the point where they could hit us and threatened to do so I doubt it would fair well for them.

I love it.. answering a concrete question with a hypothetical, and then refusing to answer another concrete question, and getting facts screwed up in the process... brilliant!! Fox lobbing softballs to a White House/Gov't official? SAY IT AIN'T SO, PETE!!!

3 subs sitting off the coast of Japan seems unlikely to me, there aren't that many Ohio - Trident I/II class carriers that can maintain redundency coverage over the rest of the world with the way the Navy puts its boats out there (17 Ohio class, 2/3 on patrol at all times so figure 11, each has 24 missiles, but not all ICBMs aboard have Nuclear warheads). There are SRAM/IRBM or even Tomahawk Cruise missiles that can be lauched alternatively from surface ships and aircraft, but the real force multiplier is in the submarines (remember, you don't need an ICBM with a thermo-nuclear warhead when conventional fission weapons and intermediate ranged delivery systems will do the deed as well). I'm not sure of what other SSM boats are out there. The Minuteman II and Peacekeeper silo-based ICBM's wouldn't likely be deployed, there the heavy hitters... Either way, the defence systems the official was talking about, if it's the Patriot/PII missile system, I doubt it'd get to a short or intermediate range warhead in time to do anything in regards to an attack/invasion of South Korea.

Seriously, if NK has a nuclear weapon, they're not letting on about it. Also, remember Pakistan tested its delivery system about 8 months BEFORE it had developed and tested a weapon, I can see this happening as well. Either way, you're about to get another partner at the MAD table.

I'm still glad that Canada has the technology to develop nukes but the sanity not to.

Gam I wouldn't say Canada is that sane, what sane person says aboot? They're too far away with technology thats about 50 years behind us, I'm not gonna lose any sleep because of NK or it little slant eyed Napolian.
As for the sub thing.....I was just re-telling what was said I have no idea and again I'm not gonna lose any sleep over this like Rob S. apparently is.

Are you talking about Canada being 50 years away? I'll put that one to rest... we have been 3 years away from atomic weapons for the last 40 years. We've consistently held the line on making our own (even though as part of NATO obligations, Long range fighters in Cold Lake and Comox had the Genie missile system on nuclear patrol, but that was given up after the DEW line and several other monitoring solutions were implemented), and the CANDU reactors use non-bombgrade fissable materials and the output waste is also not usable for WMD. India has modified 2 of the 6 CANDU's for creating weapons grade plutonium and U235, but that took them almost 15 years. Canada has research reactors @ Chalk River and Pickering that are capable of enrichment of materials, but, it's not likely to happen in quantity enough to make weapons... at least, not as long as the US remains "friendly" to Canada.

However NK, has the ability and technology to make a weapon but they're not doing it juuuuust yet. They want to make sure it works first I'd imagine.

one thing you have to realize is that china is on NK's side. now im not saying nuke em but i'll bet that in the next two years we will be at war with them. And here is the funny part if we do go to war with NK and China it would actually be for a reason. because a country is actually a threat. to us directly. not like this iraq crap. you all have to realize kim jong il is completely Fing insane and wil have to be dealt with sooner or later. jut my $.02
