Centering Steering Wheel

OK, I have this new toy '91 RS conv. 3.1 cav and everying is coming together pretty nicely. However, I'm about to mess with the steering so I wanted to get some advice. The steering wheel is about an 1/8 to a 1/4 turn to the right when the car is going straight ahead. The steering wheel has 6 or 8 (I forget) TORX bolts holding it to the column, rather than being on a splined shaft. Do I adjust the position of the steering wheel by shortening one tie rod and lengthening the other by the same amount? If I do this carefully will my alignment survive?

I think my turn signal resets are a little messed up because the wheel is off center. Will repositioning it fix this or maybe make this worse? Any easy way to tell?

Does this even make sense?

just go have an alignment done.
