Can I swap a cavalier interior to my sunfire but only the door panels and top piece of the dash leaving the steering wheels, glove box and radio/HVAC piece?

No. The top of the dash is designed to fit on the bottom of it, and you'd never be able to close the doors since the bottom of the dash comes way up on the cavaliers and would hit the sunfire door panel.

You'll have to add a lot more than the door panels. The entire interior will have to be swapped.

As Shifted said, the bottom of the dash is made to fit the top. In order to swap out the boottom, you'll also need the metal frame underneath, gauges, etc etc etc.
