Doesn't start on first crank

I have a 99 Sunfire and when its cold or been setting for about 30 mins. or so it wont start on the first crank but it will fire right back up after it has been ran.
What could cause thins and what can I do to fix the problem? Sometimes its worse than others some times you can crank it let off and try the 2nd time and it will fire up sometimes it takes 3 or 4 tries.
I have just replaced : spark plugs, spark plug wires and the fuel filter and it doesn't start any better.

Its got the 2.2L engine

fuel pump is probably on its way out.

^^ what he said.

try to prime the fuel lines: cycle the key an let the fuel pump run multiple times before trying to start the engine. if it starts normally the check valve in the fp is draining back into the tank.
