A/C & Heater blowing out of all vents??

When I have the selector on either top or on the floor, it always comes out of all the vents! Someone once told me that it is a controler in the dash & you have to take out the dash, does anyone know what part that might be? This is on my 00 Z24. I am going to be putting a new deck in & will have some of the dash off!
