13/32 or 10.5mm or Letter size Z. Tap size 12 x 1.25.

now how hard is it to drill and tap a new hole on the block? and should i just drill and tap it where the old one is? are there special types of drill bits needed to drill into it?

Yes drill and tap the old hole. Also since the dipstick tube will be in the way, you need to cover the hole where it goes to make sure no shavings get in the oil pan.
