all 96 - newer are obd2

95 was a transistion year from obd1 to obd2 , so some cars are and some arent

but the aldl plug is obd2 style

97cavie is right, 96+ were all obd2 and some 95's were aswell. I have seen 2 1994's odb2's tho, I forget what kind of cars they were.
