Bad brakes?

Well lately when I go down the road and I have to use the brakes to slow down my rear brakes lock up. And my front brakes don't quite lock up but you can feel they are not working right. There is this loud rattleing/popping noise that comes from the front end. The lights on the car dim and my tach dips down below 600rpms. The car sounds like it is wanting to die, but as soon as i let off the brake it go back to its normal operating range. I do need to get the brakes changed soon but I still don't think the car should do this. Because when it does this I slide and I don't need to be sliding into any other cars coming up on stop signs. Any ideas? ABS maybe?

In the planning stage for an all American TRD Cavalier.
