After polishing and also after the person sandblasted it i have a considerable amount of sand and dust in the intake and its caked on good
What would you guys recommend me using to clean this out good and fully for install

Personally I would use some 3M High-Power Brake Cleaner and then some pressurized water from a garden hose or carwash. The carwash might tear your hands up holding it in place though. That is if you don't have access to a parts washing cabinet, which I take it you don't.
After this get our your rags and polishing compound. Goddamn that gets to be a tired drill. I had a ploished upper intake, and valve covers on my old 3.1, I used to polish them 2x a week to prevent corrosion during the winter. After you clean it and polish it to a mirror shine, have a professional clear coat it.
I hope in polishing you meant the outside, otherwise half of my post makes me seem retarded.

Brake parts cleaner is going to be your homie then in my opinion. And whatever small scrub brushes, or toothbrushes you can come up with.
It came filthy with sand blasting sand in it
So i didnt see a point in taping it off
i ment before polishing and blasting
Wouldn't the sand blaster just eat right through any tape? I'm sure you can avoid the taped spots, but one little mishap and im sure youve got not more tape.
I sprayed a ton of brake cleaner and then i used TB cleaner
Took it to a high pressure self wash and blasted it out for a good 5 mins
Nice and clean now
