I used a dremel for mine, it's much easier for a porting virgin due to the simple speed control and low power. Just don't press too hard or you'll fry the motor (I went through three because I was impatient). Use some WD40 to keep the bits from clogging with aluminum as well.
If you want to go faster, you need 1/4" air.

do a search on E-bay for Standard Abrasives they make a port and polishing kit. and if you Google their name you will find a guide for doing it.

That's a 1/4" chuck kit. 90% of dremels use a 1/8" chuck max.

I used air to port one of my heads... the speeds of my electric rotomax are "very fast", and "way too fast." I used the 1/8th carbide ones and they kept snapping... $7 each bit...

used 1/4" carbide with air rotary and it was fast and easy. incase anybody didn't know.. you can port match with your stock exhaust gasket

I tried my $50 electric die grinder, and it's bad new on an aluminum head. Great for manifolds and iron heads though. Stick with light pressure and a Dremel for your first time, unless you have a junk head to practice on (always a good idea anyway).

so back to the question. porting and polishing a 2200 ohv would cost ________ at a shop
Porting and polishing at a shop will cost hourly shop rate times number of hours required.
There's no Flat Rate Book of Head Porting to go by. This is specialized stuff and it requires some experience, some practice, or a lot of time and patience to get it right. I'd look for a shop with a flow bench, some experience porting heads from different manufacturers (not everything should be treated like a smallblock Chevy) and the ability to listen to what you plan to do with the car. And I'd expect to break out the wallet. If you need a budget, set a price you'd like to pay and ask how much you can get done for that price. You'll definitely get an idea of whether or not you're too low based on the reaction from the other guy.
What about the Patriot heads? Do they not offer one for the 2200?

you cant guaruntee a perfect job but a shop with an experienced machinist and a flow bench can im taking my quad 4 head to bell and gains
