add resonators to your exhaust to "quiet" it down that or change your mufflers themselves once you get a cat. those three thing are the biggest contributors to your exhaust note
Putting the cat back on there will help with the noise more than anything.
I'd recommend the Vibrant brand exhaust system.
They have the largest inner diameter piping for aftermarket exhaust that includes a muffler.
Or just get a system bent up at your local shop.
Bring your own mandrel bent pipes if you want too,

I have Pacesetter on my 96' Cavy 2.2 OHV and i really cant complain. The tip is resonated and its pretty quite at idle and low rpms. High rpms it get louder but not really loud. Mine has a rasp when the exhaust is cold but goes away after it warms up. It has a nice tone to it, i dont think it sounds ricey. Its a good cat-back for the price, but sence its painted black, the black will come off and it will rust.
I have a Pacesetter exhaust system with header, and a vibrant cat on a '03 Cavalier. On starts ups it sounds like something is loose inside, but on idle and low rpms its better quite. I had the header stripped and repainted with high temp paint. I gained a lot of power on the high end. Enjoy the power gained and the sound, most people have mix feels. One person has said that on start up it sounds like a tin cans banging together.
Pacesetter is good, add a resonator to it. Also Vibrant and the true magnaflow cat back are good quality.
