I am pretty sure about this but I want to make certain. If I done the full engine swap from a 01 2.4 to a 99 2200. I just swap the gauges and it should read what mileage was on the 2.4 previously? All the information is stored on the BCM?
Also if I use the 01 2.4 engine harness in another vehicle it would work with if I had the entire body harness from an 02 2200?

don't think you can swap guages period i think since 99 had no BCM you would be rewiring the car as your pwr windows and locks on the 01 go through it and on the 99 its just none exsistant
doesn't matter whats on the engine you will have milage errors with the ministy of transportation cause if you swap it with less milage then it will be like amilage roll back.
they don't care how many the engine has they wanna know whats on the car
isn't it against the law to do that "obviously IF YOU GET CAUGHT"

My guess is: It's available for cheap, and it'll last longer.
Go beyond the "bolt-on".
