I have a 98 cavalier it spits and sputters at low RPM and seems to clear out about 4-5000rpm it almost seems like it is getting flooded out. It sounds like a moped..it doesnty show a misfire thou..

This is technically a maintnence issue than a performance issue.
Start the car and with it idling, if it will, remove the vacuum line from the fpr. See if the fpr spits fuel or if the car runs different. There should be no fuel coming from the fpr vacuum nipple and the motor should sound a little different and idle different with the vacuum line disconnected.
Ive had mine go bad a couple times and cause an issue like this.

i just had a bad coil it did about the same thing.
All coils were new last year car sat all winter..I will check fpr

I had the same problem I replaced spark plugs, coils, and fuel pressure regulator and the car ran like new again.
Maybe you have also a bad fuel pressure regulator and make sure to check your spark plugs and coils.
Btw it was my fuel pressure regulator but because of that two spark plugs broke in half and also one coil broke.
