If you don't know a lot about suspension just do the easier of the two, Tein SS.

If I was going to buy today, I'd get the Tein SS. It comes with the mounts and everything.

Koni/GC is a great setup to end up with and a good way to go if you just want struts now and will get the springs later. When buying it all together though... spend a little extra and get the Tein SS. It'll save you some effort and work just as well.

"real low" and performance arn't the same thing. Despite the slightly lower center of gravity lowering a j-body more than about 1.5" decreases the ability of the suspension to perform as it is designed.

The Tein Super Street dampers will do just fine whether you are looking for "real low" or straight up performance. Not ever having to replace another set of bad j-body mounts is a great selling point too.

if your looking for performance then you want a drop where the control arm is parallel to the ground which is around a 1.5" drop
