Hey guys, I need your help. My friends 03 neon has a really bad steering wobble. If the car is driven on the road, It will pull really hard to the left or right as if there was no control from the steering wheel. She was driving on the street and she said she would turn left and the car would not turn.
There was a broken tie rod.
Both sides were replaced but the wobble is still there. Any ideas on what could it be? the only thing I can think of is the rack and pinion.

Ball joints and axles are fine.
New outer tie rods (both sides)
Inner tie rods seem fine ( still firm)

There is a noise coming from the rack and pinion. I removed the boot that covers the inner tie rod and when we wiggle the steering wheel, I can see it moving up and down as if there's something loose inside.

Any ideas?
Normal on neons?
