On the reflective part of the headlights, could you paint that with a transparent color (Stained Glass Paint), to give it a reflective color? Or would it element most of the lighting.

that would probably ting the light, however possibly fading the luminance (notice the big word there).

It might be illigal, depending on where you live/commute.
