GM only, i actually just booked my car in, maybe it can help my tranny shifts a bit..  GM has the Tech II tool so they are the only ones
As for you Jordan, looks like it will help keep emission failures to a true reading, as well as false misfire codes, causing check engine light to flash while driving.  as well as some minor bug fixes.

The Tech II is only half of the equation in the reprogram of the PCM.  I have a Tech II but i can not reflash a car unless I have access to TIS.  TIS is only accessible by people that GM allows to access it.  My password no longer works.
