1986 1.8T RPMs Increase

I bought an '86 Sunbird GT convertible with the 1.8L Turbo back in 2004. My dad and I just got it nearly restored over the winter. We put a new turbo in it and it fired right up after sitting for almost 20 years.

It runs great except after 30-60 seconds, the RPMs start increasing and it races so much we shut it off. Is this a vacuum leak?

I did notice that the hose that goes from the valve cover gasket back towards whatever is inside the cover with "TURBO" on it isn't connected. Could this be it? Where does that connect? My dad is replacing all the vacuum lines but I wonder if it's something simple like this hose.

I'm attaching a picture of the car as it looks today and a picture I found on the internet of what hose I'm talking about. I don't have a picture of my engine right now.

Anyone an expert on these engines?
