Can't get at headlight bulbs to change them

2002 Cavalier. The service manual says take the hood plastic off...easy. Then remove 6 bolts. I can only find 2. When I take the 2 bolts that I do see off, the whole headlight assembly seems loose, but I can't pull it off. Do I have to take the fender liner off and release a bracket or something? It started raining so I couldn't experiment further. In the meantime I figured I'd ask so that when it dries I'll know exactly what to do.

I know with my 2001 the sidemarkers need seperated first. Take a look again. If this is so you will need to take a flat screw driver down the pilot hole an release the clip.
