Basically the GM Charger or any turbo kit will put you in that goal. I have a 14.4 as my best a 14.5 as my average so far and that is with 200+lbs of speakers in my trunk. Once I get those out I know high 13's to low 14's is not een a guess but a fact.
Good luck with it. But you'll be spending about $3K - $5K depending on how much you know and what path you take.
If you want to do this NA you'll probably need more money and alot more work, just go boost the car craves it
