there is a hose that says it has to be installed on the side of the block, is that below the power steering fluid box? There is alike two hook-ups where one is already hooked up to something. Is that the right place?

On mine, there was a hose that came from just below the intake manifold. I have an ebay intake that had an inlet on it for this hose. That hose should have been connected to your stock tube before.

also I had another intake in which did not have an inlet hose, so I really have no idea where it goes
It hooks up under the intake manifold. I have a 1999 Z24 also with the AEM intake and that is where it goes. The hose they sent with the kit was the wrong size (1/2") and i needed 5/8" instead so you may need to purchase a dfferent hose. Good luck.
