I have been doing some searching on the net and I see that Chevy had a 2.2L engine in the 1994 S10 with 118HP. The 2.2 in a 1991 cavalier is 95HP and the 2.2 in a 1993 Cavalier is 110HP. What is the difference?

Probably the weight each had to carry. The way they test horsepower is when the car is fully assembled, and pickups are usually larger and heavier, so the cylinders had to hold more air/fuel. Also, they may have been overhead Cam engines, which seem to work a bit more efficiently.

Thats wrong, they test all engines on an engine dyno.

The 91 engine is TBI, BIG difference. The Tb is extremely small.
93 had a different cam.
94 probably had the new head desing.

The main performance difference bet 93 and 94 is in the cam. 94+ gets new roller cam design.
