does HPTuners make a tuner program for 96 j's? i read their product list and i dont see one but i keep hearing about it

No, but you can re-pin your 96 and convert it to a 97. With some work.

95 is obd1, you would have to rewire the whole car to make it essentially a 97 wired car in a 95 frame, but I would just get an older HO engine and swap it into your 95' They made something like 170-190 hp depending on the year engine. Then get some W41 cams and e-prom chip and make it a full W41 engine, and call it a day.
96 is obd1 / obd2
96-present is obd2 computers.
