I said speed thingy, cause I know about the problems with liability and stuff with the governor...
Anyway, my question is this:
Is there a restrictor plate around the throttle body area that when removed would affect HP/Torque and the like? I'm not referring to the governor for top speed.
I was told newer vehicles Have these plates that affect power, as well as gas mileage. Is this true? If so, is there one on J-bodies?

There's a detuner "lip" on the 2000-02 model 2.4L engines... the 99 had a redesigned manifold, which didn't have the lip. You can remove said lip by taking off the throttle body and using a dremel tool to cut it out.
But nothing serious... you're talking maybe half a hp...
