this is probably not the right place to ask this as alot of ppl on here have 3800 in there cavaliers

my wifes 89 oldsmobile 98 regency brougham 3800 automatic idles around 1500 rpm my question is what could cause this
a bad maf
a bad tps

it has a new air filter, fuel pump, fuel filter plugs wires

what else could cause it to idel so high?

MAF, TPS, vacuum leak. All possibilities. TPS and vacuum leak are fairly easy to test. TPS can be tested with a multimeter. Vacuum leak, just start checking all hoses, etc. to see if you can find someplace drawing in air. A real quick test is to pull off the intake duct and put something over the throttle body. If the engine doesn't stall out, you have a vacuum leak somewhere.

I think about .6 to .7V with throttle closed and around 4.7V wide open.

It should idle high when it's cold. My GTP idles up around that area when you start it in the cold. But as the engine warms up the IAC will let the idle back down til it's back to about 600-700.

at full running temp the engine still idles reletivly high and shakes the car yet there is no "notable movement of the engine"

I forgot to add one thing. It might need something as simple as an idle relearn. Every motor is a little bit different, so check on Autozone.com for that. It should be listed in the troubleshooting section of the manual.
