does anyone know if those chips on ebay are any good? they say they increase horsepower, fuel mileage, and torque. is this all true? are they any good and worth the money?

if a certain product claims 30 hp, and 50 mpg blah blah etc at a price of $20 then that there should throw up a flag or 2
