I would look into some stage I cams.
This way you don't need a tuning, and since you already got some extra air coming in, the cams will be able to utilize it better.
I would also look at porting the throttle body, but nothing wild.
Also try to match port the intake manifold to the throttle body.
2003 Sunfire with a 2 1/4 inch turbo muffler, 2 1/4 piping to a 2 1/2 inch resonator (bigger to make up for the baffling), a 2 1/4 inch catalytic converter, 2 1/4 inch down-pipe, a ported LSJ manifold, a drop in K&N filtercharger and sports a Bomber body kit with a VIS Invader hood.
save it
if you feel you MUST spend it on your car....eco swap

youll want to tune it if you get cams ....so that out. get HP tuners. You will be able to squeeze some HP out of the bolt ons you have and also prepare the car for any future mods, which will need tuning.
if you only have 500$ saved, SAVE IT... if you saved up 500$ on the side as a "car fund"... HPT is a great investment, i dropped a half a second in the 1/4 mile on an almost stock OHV thanks to tuning only...
koni yellows.

Riddle me this... riddle me that...

X2...Get the tuning gear/software first, optimize what you have, then you are ready for more add-ons later. If you spend the money on the parts first, and don't have the money for the software, you won't be getting as much out of them, and your car may be running crappy. The ECM can only do so much compensating based on sensors.
x4
I am also at the point of "what to do next" and this is what I was leaning towards.. for the eco though of course
wheres the cheapest place to purchase hp tuners software?

x2 you beat me to it. *shakes fist*
Well, as others have put it, if this $500 is the ONLY money you've got saved up, then, seriously, put it away in a CD or some other long-term low risk savings account and just let it grow and throw in a $20 (more if you can afford it) with every paycheck. With the way the economy is right now, you're much better off having a nest egg than car mods if thats the only cash you've got. If this $500 is truly disposable income, than I'd still put it away for now and keep adding to it until you have enough to make some really worthwhile mods, like a GM S/C kit or a Hahn turbo kit. I just noticed you said the car's your daily driver, if thats the case, and you want to do serious mods to it, the absolute best thing to spend the money on is my #1 favorite reliability mod: a reliable beater car for when you want to make mods or repairs to the "good" car. As much as we all love our J-bodies, its best not to let that enthusiasm get in the way of common sense. Cars are an expensive hobby, and if you don't have enough put away to pay for your bills for a few months in the event of an emergency, and/or still live at home with mom and dad, or don't have a good education, the money should be getting put toward those things before the car. Hate to sound like an old man about it, but its the truth.

I heard that a tune is only required with Stage II cams and that Stage I does not.
I know it will be optimum with a tune, but it is just another step on the ladder.

You heard right, the stage I cams will not throw any codes but a tune will optimise it. The point we were making is that anything other than stage I cams (turbo, headwork, more aggressive cams, fuel management stuff) most of it will need or be best with a tune. So it is better to get hpt now and have it when u need it than to buy parts, and either have to wait to put them in till you can get it tuned or have your car run crappy till you tune it. Its like saying sure I CAN cut this brake line and THEN try to clamp it, but its just easier to clamp it first lol. corny i know.
