I would have wrote you a poem, but I couldn't find anything that rhymed with F@#K OFF!
why dont you inform the US postal service about him? What he did was mail fraud and is a felony. You can get him in alot of trouble.

Please wait 2 weeks after contacting them before contacting us. When a delivery time is not specified, a Federal Trade Commission rule mandates fulfillment within 30 days, unless you applied for first-time credit with the company.
And finally the rules by the FTC:

Here's the important bit:
Why You Should Comply with the Rule
Merchants who violate the Rule can be sued by the FTC for injunctive relief, monetary civil penalties of up to $11,000 per violation (any time during the five years preceding the filing of the complaint), and consumer redress (any time during the three years preceding the filing of the complaint).
When the mails are involved, the Postal Service also has authority to take action for problems such as non-delivery. State law enforcement agencies can take action for violating state consumer protection laws.

You need to read the law. People that don't know the law are the ones that constantly get screwed by it. People who do know the law constantly use it against the ignorant. Read it
here if you don't believe me.
It is mail fraud if he sent payment in the mail, and the other party never provided promised goods or services.
