Is it possible to pass Pa emissions if I do a 3800 SC swap in the Cav??? I know I would be using the PCM from the donor car and splicing the harness, but there is no sense in doing it if the car does not pass

Where in PA do you live, in my county its only a visual inspection.
Western Pa. outside of Pittsburgh. Last 2 times inspection/emissions they plugged the scanner into my OBD port to check for codes

im pretty sure all you would have to do is turn off the 2nd o2 sensor and any other codes and your set. pretty much just use hptuners and you'd be set.
and i saw your post in Publikdstrbnce thread and if you need a good machine shop to go to i know a really good one its called RCS i know the owners son and seen there work and its awesome.
I think the biggest problem your gonna have is getting the ECU to say that it belongs in your cav. Best bet is to go and talk to a few garage about what they will or will not pass.
yeah, when they scann the car, it checks the vin on the computer to the vin they canned off your registration. if they dont match, you fail. its the states way of making sure they arent running the test on another car to pass.
You have a couple options:
drive the car under 5000 miles a year
try to change the vin on the 3800sc computer to your cav.....i would ask HPT about this before spending $200 in credits on it.
or try to wire up a full stand alone while leaving the factory computer in tact to pass emmissions (good luck)

I had a feeling that would be the case.

I usually drive the Cav less than 5k a year anyway, but I am just covering my a$$ if I go over
I heard a place in AZ can change the VIN number on the PCM. I will email HPT to see what they say.
No way I am going full standalone. I think the wiring job for this project will be enough of a PIA
