Im putting in my lowering springs on stock struts, im ordering aftermarket ones in a couple of weeks. i just cant wait to see hwo it looks. So heres my question, Can i install the spring without this part (picture)? The plastic sleeve with metal cone thing?
That is a dust boot, which also contains your bump stop. Not a good idea to leave it out. Not at all...
Especially on stock struts...
Why wouldn't you keep it?
Mine rattled around like a sob. I also took the bumpstops off, but I am going to probably put them back on today or tomorrow because I don't want to bottom out.
The boots keep the shaft of the strut clean by keeping dirt and @!#$ off of it. You don't need it, but it might help keep your strut from getting dirt down into the seal and causing it to leak and wear out faster.

what do u mean bottom out? does taking that (boots) make the car lower?
INSIDE the boot is a bump stop (big rubber thing) that prevents the strut from going all the way into the housing-- otherwise known as bottoming out.
no, it doesn't make the car lower, dont do it
Just wait the couple of weeks for the proper struts, before you install those springs.
Installing drop springs on stock struts is a bad idea, doing it without the proper parts is even worse!
