My car just started making this wierd squeeking noice in the front.. it sounds like it is in the dash, or close to the windshield on the passanger side.. when i go over some bumps, it squeeks a little like something is rubbing on something... i tighted all my screws on my dash and it still made the noise.. i got an 03 cavalier base

Are you sure it's inside the car?
Stick little bits of folded up carboard between the windsheild and the dash until it stops, thats what we've done im my mums cavalier its worked

If the noise is not coming from the inside of the car, it could be the front sway bar bushings. It happened on my car. Use some Lithium Grease on the bushings to see if that stops the squeaking. If that does it, you can order the bushings from GMPartsdirect.com. They are cheaper from there than from the dealership.
