when i am in my car and the e-brake is up the car still moves what could it be?
cable could be stretched out or could need to be tightened. take off the rear drum and at the bottom there is a little spindle, that is used to tighten the cable.
or your rear breaks could be shot

99% sure your brakes need adjusted.....they always do.
If you use the e-brake frequently, cable stretch is also a possibility.
Even if your brakes are completely work to the backing plate, if adjusted right, they will still hold the car in place.

Who started the whole cable stretch anyway!?!? The factory system takes up the slack in the line until it reaches enough tension from the cable springs in the back....via the clock spring in the handle thus eliminating entirely the whole cable stretch concept. The ONLY way the handle could do what the OP is describing is A. cable end got disconnected from the actuator arm or B. the brakes need adjusted.
If their is anybody gonna argue the point I made about cable stretch using the whole "the handle has a limit to how much it can take up"...yes it does....but on the way to ~3" of cable stretch you will most likely snap one first.
