Just recently my factory CD player started making a weird noise. It only does this when you play cd's and it sounds like the CD is dragging on something because you can hear it spin. What can I do to fix it?

buy an aftermarket deck.....problem solved!
If it sounds like the cd is dragging PHYSICALLY, you might as well get a new deck.
If it sounds like the cd is dragging THROUGH THE SPEAKERS, you might try looking at the ground of the deck or if the speakers are grounding.
But really, just get a new deck.
